Spain has officially adopted on 24 January 2023 that its EEOS now includes a white certificates scheme. Obligated parties can continue to pay a contribution to the National Energy Efficiency Fund. But now, they can also achieve part of their obligation by implementing energy efficiency programmes to get white certificates.
Eligible energy saving measures will be described in a catalogue of actions related to air conditioning, improvement of the building envelope, lighting, mobility, industrial processes, etc. A ministerial order will approve this catalogue in the near future.
